When designers ignore feedback dynamics, they assume systems are linear and controllable, like machines. But real-world systems are adaptive and political.

3. Start Small and Learn Fast
Pilot interventions on a small scale to observe real-time feedback without triggering major system-wide pushback. This allows designers to adjust strategies before scaling up.
4. Align Incentives With Desired Behaviors
Design reforms so that the interests of key actors align with system goals. This may involve restructuring rewards, recognition, or authority to make the new equilibrium attractive rather than threatening.
5. Strengthen Positive Feedback Loops
Rather than pushing harder on resistant parts of the system, amplify existing reinforcing loops that support the desired change. Highlight and reward early adopters to create momentum from within.
6. Monitor and Adapt Continuously
Expect the system to change in response to your change. Create real-time learning systems that allow rapid adaptation when unintended consequences appear. Treat reform as a continuous process, not a one-time event.
A Mindset Shift: From Control to Stewardship
Underlying all of this is a shift in mindset. Traditional reform approaches treat systems as objects to be controlled. But resilient change requires seeing systems as living ecosystems to be stewarded.
Stewardship emphasizes listening, learning, and adapting, not imposing predetermined blueprints. It accepts that resistance is not failure, it is information about the system’s structure, priorities, and fears.
